The NCR Correctional Facility is the dominant location of the central Mojave Wasteland. The Powder Gangers are a chain gang of escaped convicts operating in the Mojave Wasteland. The Courier then went to talk with Joe Cobb of the Powder Gangers, Joe Cobb is leading a group to kill Ringo, a Crimson Caravan merchant who has fled to Goodsprings to escape the Powder Gangers.
